Based on detailed investigation data of land use structure in 1996, taking 974 counties or county level cities in West China as examples, indicating method of synthetic value for land use structure was studied by using factor analysis and information entropy analysis. Factor analysis not only could be used to classify the types of land use structure, but also provided synthetic values on land use structure and information entropy. Factor analysis showed that factor 1 was closely related to the proportions of arable land, garden land, residential and factory mining land, and traffic used land; factor 2 was determined by the proportions of forestry and grassland; while factor 3 had close relations to the proportion of water area. Containing more information, factor 1 showed that proportions of arable land, garden, residential and factory mining land, and traffic used land were changing synchronously. However, the mentioned situation would be changed in future or in some local places at present. In other words, high proportions of garden land and construction land would reduce the proportion of arable land. After analyzing the relationship among synthetic value of factor analysis, land use degree and information entropy, division on land use structure and degree was made, which is helpful to analyze the problems in regional land use.

There are great potentials for exploiting beach resources in Bohai Rim which not only account for over 1/3 of those of the country’s total but expands constantly along with the accumulative increase of river sediment load entering into sea. However, as the eco environment of the beach is fragile, the exploitation and utilization of beach resources should follow the principle of integration, steoroscope, high efficiency, and sustainable use. Models suitable to local conditions should be adopted in the sustainable exploitation and utilization of beach resources. These models include the adoption of protective integrated exploitation of agriculture, vertical eco utilization of fish pond platform field, farmland eco forest network construction, integrated amelioration of beach grassland, green eco protective industry and seawater cultivation, sea intrusion prevention and control to guarantee high yield technique, eco tourism exploitation and utilization, etc..

Arable land is soul of land resource, and the dynamic change and rational utilization of arable land are the key problems that affect sustainable development of region. The natural disaster is very serious in Heilonggang region whose natural conditions such as water and soil are the poorest in Huang-Huai-Hai Plain. With the economic development and population growth, a great amount of arable land has been lost and the contradiction of land shortage has become more serious which restricts regional sustainable development. This paper has revealed the basic process and regional difference according to the data of long-series statistics of arable land area during the past 50 years and the detailed-investigation of land use during the recent five years. Further, evaluation of sustainable utilization on arable land is discussed. The results show that there is a trend of obvious fluctuant decrease in arable land area during the past 50 years. The changes of arable land area undergo the process from increase to steep decrease to gently decrease. During the process, there are two height periods of decrease in arable land: 1955to 1958 and 1965 to 1978, respectively. The sustainable utilization of arable land in Heilonggang region is critical, with synthetical index of 48 25.

Through carrying out a systematical review on the research progress of various Western academic schools on spatial patterns and dynamic mechanisms of urban land use growth, this paper highlights that its focus has shifted from summarizing spatial evolutionary models to exploring dynamic mechanisms during the decision making process of land development, from free land market to smart growth management. Historical experiences at home and aboard demonstrate that, while the monopoly administrative allocation system would force urban land use development to become an affiliated part of administrative powers and result in inefficiency and inequality, the free market mechanism would probably push urban land development to become an growth machine solely controlled by the motivation of profit making and deliberately destroy un renewable resources and amenable ecological environment. Therefore, in order to realize sustainable urban development and coordinate the conflicts among urban development, conservation of cultivated land, and construction of ecological environment, China should, on one side, continue to accelerate its reform on urban land use system to significantly increase the importance of the market mechanism on urban land development, and establish an equal and efficient supervising mechanism on the operation of urban land market, on the other side, strengthen the macro management function of the Governmental agencies and rationally control urban land use growth motivated by the market mechanism through various growth management policies.

Land use and land cover change (LUCC) is one of the important focuses in the area of global change research because it is not only the significant component but also the major reason of global change. Some results of LUCC research, such as causes, driving forces, LUCC modeling and effects on environment, have been reported in China, but many aspects need to be further studied, compared with international research on it. Based on reviewing them, this paper presents that the following contents should be emphasized and put priority in LUCC study in the coming period of time. (1) The united theory system of LUCC research. (2) More advanced and dynamic LUCC models of various scale of spatiality which should include data processing and better understanding the interaction of LUCC and driving forces. (3) Relations between LUCC and global change or sustainable development, especially to pay more attention to local and regional effects on environment.

Along with the rapid development of the economy and society, the contradiction between human being and the earth is becoming more and more intense. As a result, how to keep the economic development and the environment in harmonious relationship is one of the hotspots that scholars study. The understanding of the dialectical relation of the economic and environmental relation is mainly on the basis of the coordination of "U" relation foundation of two factors. The disciplines which study this question includes geography, economics, and ecology, etc. Geography’s focal point is time space distribution, optimizing and adjusting of regional economy and environment; economics’ starting point is survival guarantee; ecology and environmental science’s research angle is ecological economics and environmental economic. Setting up index system and mathematic model, taking regional carrying capacity as an important appraisal factor, more and more attention is paid to quantitative appraisal on the coordination of the economy and environment. A brief comment on the current research issue and some advice are given finally.

The 21st century will be a knowledge based economy dominated era. For one thing, the era of knowledge based economy requires a better environment for sustainable development. And for another, it provides advanced technology and facilities for river basin management. It is necessary for the harness and management of river basin to take the natural, economic and human subsystems into consideration. The integrated management of river basin is related to many factors, and therefore there are a great lot of data to deal with. That needs the support of the technology and facilities corresponding to the digital earth. Only when the digital river basin is established, will the integrated management of river basin be realized. This paper provides a general mode of digital river basin following the concept of digital earth. There are three main components of digital river basin, namely information collecting, processing, and application on river basin management. The three components are firmly interrelated. On the one hand, information processing processes are based on data collecting processes that include the social, economic and physical information related to the river basin, and on the other hand, the latter will find errors in the former. The results of the information processes will be the base of application, and in application processes, the new demands will be presented and therefore the information collecting process will be revised. This is a recycling process. The information sources include traditional sources (such as historical data, hydrological data, and experimental data, the situ data) and modern sources of data (such as all types of remote sensing data and GPS data). To process and store these tremendous data relies on the technologies and facilities corresponding to digital earth. If well established, the digital river basin will be a useful tool for integrated river basin management, especially for the complicated river basins such as the Yellow River.

This paper is based on the well known conditional convergence model of Barro and Sala I Martin (1995) and an article by Coulombe S. (New Evidence of Convergence Across Canadian Provinces: the Role of Urbanization) to examine the relative evolution of per capita GDP across 30 provinces in China from 1978 to 1999. This paper selects the ratio between the employment ratio of secondary and tertiary industries of the provinces and that of nation to represent the relative steady state. As a result, empirical results show differences from opinions of other papers in such aspects as convergent speed and convergent model, etc.. Empirical results indicate that economic growth among the provinces has converged at a speed of about 4.5% per year. Most of the coastal regions in China appear to be in the neighborhoods of their respective steady states in 1999. While the other provinces have been vibrating under or in the neighborhoods of their respective steady states since 1978, the deviation from their respective steady states is bigger than that of coastal regions. This paper finds that the impact of prior advantage to its relative steady state value is about 0 618. This paper also calculates the evolution of respective steady state. The analysis indicates that in the period of the study, the industrialization, market economic mechanism, foreign capital ,advanced technology, economic location, and etc, play an important role in the course of the economy growth. So in making progress, we should pay attention to those factors. The analysis also echoes the timing of carrying out the "big development" of western region in china.

Eastern Asian dust has great influences on ecosystem and atmosphere environment. The remote sensing data of ’true color’ SeaWiFS image (7 months’ daily data from Dec,2000 to Jun,2001 ) is used to analyze the source areas and tracks as well as temporal-spatial distribution of eastern Asian dust. The result indicates that three main dust sources are Gobi of Mongolia, desert and Gobi of inner Mongolia, and Taklamakan desert. There are three tracks of eastern Asian dust according to difference of affected areas, that is, north track, middle track and south track. And the north track affects the northeastern China, the middle track affects northern China, and the south track affects eastern China. Based on the statistics of 7 months’ daily SeaWiFS data, this paper find that Asian dust occurs most frequently in spring, especially in April. As dust sources, Taklamakan desert has 80 dust days, desert and Gobi of inner Mongolia has 19 dust days, and Gobi of Mongolia has 13 dust days. But not all dust occurred in dust sources moves away to the outside. Moreover, as dust affected areas, northeastern China has 19 dust days, northern China has 20 dust days, and eastern China has 10 dust days.
