REGIONAL SUSTAINABLE DEVELOPMENT: THEORIES AND THEIR APPLICATION

The theoretical construction of regional sustainable development is an extremely important problem at present. This problem can be divided four parts: science system, theoretical basis, elementary theory and core theory, this paper discusses the elementary theories and their applications in the practice of regional sustainable development in detail. These elementary theories includes the modern manª²land coordination theory, the regional PRED system theory, the regional development cybernetics and the manª²land interactive potential theory.
THE CONCEPTION OF REGIONAL INTEGRATION AND RELATED DEVELOPMENT

NEW INDUSTRIAL DISTRICT AND GLOBALIZATION: A LITERATURE REVIEW

This paper reviews the recently published literature concerning new industrial d istrict (NDI) and globalization of economic activities. (1) The conception is cl arified; (2) the criteria for identifying NID are discussed; (3) to carry on the research on NID and globalization is considered as an important area for econom ic geography studies; (4) future study areas are suggested including NID and rur al industrialised district, NID and foreign investment concentrated areas, local ª²global economic linkages in regions with different development levels.
EVOLVING DEVELOPMENT: A LOGICAL GROUND FOR SUSTAINABLE DEVELOPMENT

The long history of human development shows that the role of man in the earth ha s evolved from a 'slave of the heaven' in the period of prehistoric age, to a 'manager of the livings' during the agricultural society, to a 'master of the universe' in the industrial society, to a partner of the nature in the informa tion times, and this conforms the logical ground for sustainable developmen t today. LOCATIONAL POLICY AND REGIONAL ECONOMIC DEVELOPMENT

This paper focuses on a study of the targets and methods of regional policy, and their roles in the regional economic development from the angle of economic loc ational theory. Furthermore, it raise up some viewpoints: (1) governments at dif ferent levels or policyª²making departments, through locational policy, such as improvement of investment environment, Locational allowance and inclination of l ocational policy, can induce or confine space choice of individual or enterprise 's behavior in economic activities and implement the effective, harmonious and c ontinuous development of national territory; (2) The main functions of locationa l policy in the regional economy can be described as fellows. First, it can make the margins of profit space expand or narrow; second, it can speed or slow the concentration or decentralization of industry; third, it stimulates to form new industrial locational points, and it reduces the difference of regional economy.
THE CHANGING SPATIAL ORGANIZATION OF THE AUTOMOTIVE INDUSTRY: THE IMPACT OF PRODUCTION PATTERN CHANGES

The automotive industry is one of t he traditional but never "aging" manufacturing sectors. It has been being vigo rous in the last one hundred years in terms of expansion, restructuring and cont inuous adoption of new technologies. At the same time, the spatial organization of the industry has also experienced several important changes, and the change o f production pattern is one of the major factors behind the dynamics of its spat ial evolution. In this paper, the authors first review the major features of the spatial organization of the world automotive industry before the 1980s and summ arize its spatial evolution into four stages, i.e. the beginning dispersed devel opment under the artisanal craftª²based production method, and highly concentrat ed development, "coreª²peripheral" decentralization and network decentralizati on periods under mass production. They then analyze recent new developments of t he industry after the 1980s, particularly the widespread of lean production, and identify the features of the spatial organization of the industry under the new production pattern and factors behind it. Lastly, they discuss briefly implicat ions of these new developments for China's automotive industry.

INVESTMENT ENVIRONMENT EVALUATION FACING THE DEVELOPMENT OF INVESTMENT GEOGRAPHY AND INDUSTRIALIZATION

This paper puts forward two advices: to construct investment geography, and t o develop investment decision consultation industry. The former advice is based on the point that a new application science will appear accompanying the deep st udy of investment environment. In market economy, different investors need diffe rent investment environments, so the latter advice is based on the point that d if ferent investors need different kinds of evaluation of investment environment. I nvestment geography may be brought out by the combination of geography with inve stment science or by inne r polarization of economic geography. Investment environment valuation and inves tment decision consultation industry can be developed by three ways: standardiza tion management of industry, companyª²oriented institute administration, and att estation supervision of qualification for those who are engaged in investment en vironment evaluation.

ON THE INTERNATIONAL CONCERN ABOUT NEW INDUSTRIAL DISTRICT

New industrial district is by now a wellª²known concept for many geographers of the world. Its literature has been embodied in critique and counterª²critique, r eflecting concern about the theoretical and empirical status of the claims, as w ell as the significance of the districts. A STUDY ON SOME KEY TECHNOLOGIES OF THE DSS OF REGIONAL SUSTAINABLE DEVELOPMENT

The regional sustainable development decisionª²making supporting system (RSDª²DS S) is a computerª²based technology supporting environment for the group of decis ionª²makers to resolve regional sustainable development problems. The main trend of the RSDª²DSS is to emphasize on the combination of new computer technologies . This paper analyzes the following key technologies applied in RSDª²DSS: distri buted network technology, management technology for qualitative model base and q uantitative model base, information interinfiltrate technology, metasynthetic en gineering technology, qualitative reasoning technology and fuzzy decisionª²makin g technology.ª¥ The pattern of RSDª²DSS based on the distributed network is different from that based on single computer. The author puts forward a new kind of RSDª²DSS, the Vi rtual DSS (Vª²DSS). It is a logical network built on the physical network. Due t o the virtual feature, the establishment of the Vª²DSS will cost less investment than that of the physical network. The Vª²DSS can be constructed as an open sys tem according to the standards of Internet, a typical open system. The Vª²DSS ca n keep high flexibility: the participant of Vª²DSS can be changeable according t o the problems of the regional sustainable development decisionª²making.ª¥ It is very urgent to set up the DSS of regional sustainable development in China 's coastal areas. Since the economy reform in 1978, great progresses of economy and society development have been made in those areas. However, there are also m any problems that reduce the capacity of regional sustainable development of the m, such as population problem, resource problem, environment problem and develop ment problem. In order to resolve such multiª²regional problems, the author sugg ests that the Vª²DSS be put into use in the regions.
A STUDY OF THE ECONOMY GEOGRAPHY AND THE LOCATION THEORY DEVELOPMENT

A review of Paul Krugmen's economic geography

The Systematic Study of Theoretical Problems on Regional Sustainable Development

A Retrospect and Prospect on Regional Development Theory

In Economic Geography and Regional Science, regional development theory is the m ost essential and attracts more and more scholars' attention. This paper firstly reviews the formation and evolution of classical theories of regional developme nt such as development stage theory, regional convergence theory, regional d ivergence theory, general model of regional growth and Marxist approach, then di scusses the notable developments of regional development theory since the late 1 970s,esspatially on the following issues: institutions and regulations of regio nal deve lopment, new industrial space, globalization and transnational corporations , lo cal milieu and localized learning, new trade theory and geographical economics a nd regional sustainable development. A Tentative Discussion on the Resourcesª²oriented Patterns in Regional Sustainable Development

As one part of the Earth surface, region contains something of the geographical environment, so it surely possesses the environment structure, simultaneously it is a carrier for various resources and it also possesses the resources structur e. The resources structure and environment structure impact on each other and th ey constitute the special resourceª²environment structure in one region. The two kinds of resources which are physical resources and human resources, the physic al environment and human environment, they all impact on one another, so they co nstitute kinds of resourceª²environment structures. Although the different have different functions, only what lies in dominant position can be likely to orient the regional development. Based on those and from the viewpoint of sustainable development, this paper brings forward three kinds of resourcesª²oriented patter ns, they are physical resourcesª²oriented patterns, human resourcesª²oriented pa tterns and compositive resourcesª²oriented patterns. Each kind of pattern has be en discussed, to which subpatterns are gived. At last the dynamic transformation among the different kinds of resourcesª²oriented patterns has been analysed.
A Study on the Pattern of Industrial Wave Expanding Along Traffic Economic Belts

Traffic economic belt (TEB) is a kind of beltª²shaped regional economic organiza tion system, which aggregates industries, population, resources, information, ci ties and towns, interflows of passenger, interflows of goods and so on. In the p aper, the author explored the development mechanism of the traffic economic belt firstly. The author points out that three basic factorsal are essential to the formation of TEB: the traffic trunk line, group of towns, and the industrial sys tem based on the seconda ry industry and the tertiary industry. The traffic trunk line is a basic premise of the development of TEB. The large and mediumª²sized cities and group of town s with advantageous location tend to play such critical roles as those of growth cores to support the development of TEB. The aggregation and diffusion of indus tries and the evolution and promotion of industrial structure are important fact ors to maintain TEB and motivate its development. Then the author analyzes the s patial process of concentration and distribution of industries along the traffic trunk line. In the analysis, the basic theories concerning the industrial wave have been introduced. Based on empirical studies of the dynamics of textile indu stry, metallurgical industry and petrochemical industry in the Yangtze River del ta region, the author explores the relationship between the development of traff ic economic belt and the dynamics of industrial wave. The paper is ended with au thor's conclusions on the spatial pattern of industrial wave.
An Appraisal of Regional Industrial Structure ª¤ Based on Environments and Resources--An Example of Huairou County

The industrial structure is interrelated to resources and environments. The harm onious relation between the economic benefit and the environment is the principl e to distinguish whether the industrial structure should be readjust. The resour ce base is the basic condition of the industrial structure and the environmental capacity restricts it. But, in fact, the industrial structure is irrelevant wit h the condition of the resource sometimes in our country; especially the environ ment pollution is ignored in the development of the economy. For decisionª²maker s, it is difficult to judge the rationality of the industrial structure only by qualitative analyses, and quantitative analyses are more important. In the paper , an appraisal model of industrial structure is put forward and applied to Huair ou County, Beijing. The rational appraising model of the industrial structure is determined by the sum of resource support index, environmental capacity index a nd economic benefit structure index. From the series results of ten years from 1 989 to 1997, we can find that the trend of the industrial structure tends to be rational. The main problem of Huairou County is a lack of resources. According t o the results of the model analysis, Huairou needs to adjust its industrial str ucture by developing tour industry, and beverage industry, instead of heavy indu stry, in the future.
